Why is Dubai Growing Out of Control?

I was looking at PDL's Gallery. wow... Link to Gallery Why is the city growing at an out of control rate? I watch a special on Discovery about the Burj tower but I don't think it mentioned the reason for the growth.

The Burj few days ago. 115 119 storeys now. From a distance it's big, The taxi took a wrong exit and drove me right through the construction site. From up close it is massive! You would almost think it has to saturate when they have built everything there is to build. Attached map shows all the projects under development. Especially Dubai Waterfront will be unbelievable, 7 times Manhattan if you can believe the Wiki article.... DubaiMap.pdf

Ever seen the movie Syriana, interesting insight of how the oil industry would probably work. At least they are investing the money in their country while they can...within 20 years all of the easy oil will be gone...I find it totally facinating seeing a development to this scale in our life time...
