Problem with EEPROM 1747-MI3

Ive have installed a 1747-M13 into the processor of an SLC 5/04 1747-L542 when I try to store the program to eeprom im getting this message 'Memory module not present, or programmable, or write protected. I definetly have the eeprom pushed in right but I dont know why I cant see it. Anyone see this before,any help would be great, thanks
