Application wise, I've used a USER frame for vision applications. Tool frames "I'd say the same as user frames" are very handy for multi tool. If your robot has a tool changer. So one tool would have a TCP (tool-center-point) and other tool would have another. Tool frames are very important in welding robots because your robot frame is the end of your tool or welding tip. I had a drill EOAT (end of arm tooling) one time and a saw. Changing tool user frames allowed me to revolve the robot around the drill end point. Very handy for teaching points. As well as having a different tool end point with the saw. The same goes for USER frames, most with vision might use a USER frame for vision. I dunno maybe another name for frame would be offset? Maybe....
