In c:\program files\omron\cx-one is a exe called WebLaunch.exe what is this when I run it it says "Argument Error"

This is the program that manages the online registration (and maybe the online updates too?). You should not need to run it manually - just choose the 'Online Registration' e.g. from the CX-Programmer Help menu
