Cant download program to CPM1A

Hi I have a CPM1A-20CDR-A. For some reason, I cant download program to PLC. CX-P said PLC is write-protected. I can upload program+settings and see that it has Fun(49) to protect its program but protection is not activated (otherwise I cant upload program) and Memory is write protected in System Settings. I tried to download new settings to PLC to turn off write protecttion but still failed. How do I turn off write protecttion in PLC Settings ? Thanks.

1) Change plc to program mode. 2) Write #0000 to DM6602. 3) Trun off the power supply 4) Trun on the power supply. 5) Down load new program.
