Compact Logix L32E Red NS Light

I have a Compact Logix L32E that has been running with no problems for a long time and now for some reason the NS light is turning on red and shutting down the ethernet port. I know for a fact that there are no duplicate addresses on the network. What could cause the PLC to "think" there is?

It may not be it, but I found a tech note (Access Level: TechConnect) that says the power supply input voltage selector switch can cause it to not be reachable if it's set to 240V (factory default) but connected to 120V:

I would think it wouldn't power up, but it might. And I would think the indicators would be different, but maybe not.

That same tech note also suggests changing the IP address via serial connection if it's showing a major fault (MS indicator is solid red).
