"Design a PLC control system an write the logic to perform the following operation: A 3-Wire circuit using two start and two stop pushbuttons (stop 1, stop 2, start 1, start 2) will control a 120 VAC solenoid (SOLA). After SOLA has been energized for more than 5 seconds, another solenoid (SOLB) is energized. Both Solenoids will de-energize when one of the pushbuttons is momentarily pressed." Typically if there are 2 start buttons, both need to be pressed, so the first part looks right. But I don't know why you have the normally closed SOLA and SOLB jumpered around the stop buttons. And you have not written in the timer T1 you reference completed in the first rung. You don't want that there anyways. You want the timer in line with SOLB, which you also didn't write. We will provide tips to help you along, but we're not going to write your college programs for you.
