IDEC WindLdr Analog out configuration

I have a water tank that I am needing to control a VFD output speed.

I have the Scale block setup with a Max input of 25.0 feet. with "0" as monimum.

I have the output set at a max of 4095 which translates to 60 Hz. I have a minimum of 30 Hz

Now, for the issue, if set the tank pump to run "on" at 10' and off at 7', So it should be 60 Hz at 10 and slowing to 30 Hz at 7" (Yes sort of a mX+B scenario)

I then do a MOV to send the 10' max to the Max input register like D7880.

I can't get the Data register to be a solid Max at the needed 10.0. It flickers back and forth between 10.0 and 25.0 and AO is very erratic.

I've tried to us the Float, and Word as the data types.

I can make it all go with a lot of compares and moves (think FGEN) but would really like the Scale function to handle this, and just not familiar enough to how-to it.
