Can anyone help me change the versión of a program of FTView (do not now the current versión) to this versión 6.10.00 (CPR9 SR4)

Conversion forward is done automatically, and conversion backward cannot be done. If you need to work on a v7 or v8 project, you need to install v7 or v8. I personally use VMWare Virtual Machines to allow me to separate out my maintenance work so I can work on customer versions without requiring site-wide upgrades if they don't want to do so.

Yes, the RA website is where you download updates to Rockwell Software products. If you are unfamiliar with Rockwell Automation licensing, installation, and downloads you should get in touch with your regional Rockwell Automation distributor. I cannot guess from your post what sort of file (runtime or application archive) you have, whether it's FTView SE or ME, or why you don't know what version it was developed with. If you can provide some of that information you might get better advice.
