Citect commissioning practices

Hi All I am interested in the processes that you SCADA gurus use when you are commissioning PLC and SCADA on site. Im specifically interested in Citect, but any SCADA platform would be relevant I am interested in the process you implement generally, for instance: 1) When you first arrive on site how do you verify communications integrity between the SCADA and the I/O devices. Do you do this at all or do you let it 'come out in the wash' 2) What part of the PLC/SCADA systems do you commission first? Do you disable the field devices (i.e. isolate in the field) and commission device manual control via SCADA and verify device operation through observing contactors/drives? Or do you use another approach? 3) How do you commission plant auto control? 4) How do you commission alarms? 5) Where do you draw the line between pre-commissioning and SAT/verification? 6) What sort of verification documents do you use?
