Is there an Ethernet switch in between your PC and PLC?

This is what the Direct Ethernet Utility creates when it is active. If you enable it and enter ipconfig /all in the command prompt you should see the 169 address. You'll have 2 IPV4 addresses:

that is exactly opposite of what is in linked instructions and suggestions.

I believe that he is saying that he did both (on and off) and it did not work either way. 

I would suggest unchecking the box and connecting directly to the PLC with a cable (no switch) as photovoltaic was suggesting.

I decided to check it on other PC, and it is working as it should. The same system win7 64bit, the same software

Problematic PC has a problem to get second IP IP 169.254.XXX.XXX.  No switch, direct connection.

Do you have any idea what global network/windows settings can block it?

I have seen windows block this a few times. It generally happens on computers that have either strict and locked down networking rules or a lot of networking type software (VPNs, IIS  utilizing programs). On every occasion I have seen it I have been able to make a connection by IP address,

If I know IP address I can connect without any problem, but sometimes IP is unknown for me and Middleware solution would be useful for me.

Did you investigate how to switching off such a blocking?
