can i cc link  Fx3U-64CCL  with FX2-32CCL without any problem

that should be FX2N-32CCL and not  FX2-32CCL

Btw. not sure what you mean, those are CC-Link communication modules but as far as i can glance from manuals both of them can only act as slaves ("stations").

for any fieldbus to work, there also need to be a master, for example Q PLC.

A FX2N-32CCL module is a CC Link slave module
Typically you will need one PLC to be the master. For example (1x) FX2N-16CCL-M master module to connect different PLC's with the FX2N-32CCL slave module.
FX2N modules are obsolete.

For FX3U you can use also a newer types of modules:
FX3U-16CCL-M (master module)
FX3U-64CCL (slave module)

For the latest FX5 it is more easy. There is only on module who can handle both Master / Slave functionality -> FX5-CCL-MS
