FactoryTalk View SE Version 11

I have an application that I am working on with Factory Talk View SE. I have some ammonia compressors that have a webpage built into the HMI to where you can pull the screen up and monitor/control. I am trying to use SE to open up the web page for the compressor. At first I used VB code to open IE with the webpage, but IE opened up behind the SE client. I then used the SE web browser and set the URL from a string tag. This works as I needed at first, but when you close the screen out and try to open the same web page at a different time, the data will not load.

Is there a way to fix the VBA code to load in front of the SE client, or a fix to correct the issue with the SE web browser? Any help is greatly appreciated.

Run exe file in below zip file. set 0 in foreground windowlock time and and click on set value.
any other application will run in foreground of FTView SE runtime Client.
