Wiring a 24vDC gate operator.

Using Solar PV Cable with 2 wire feed.

Gate Operator Control Box does NOT have a typical “Green” grounding terminal screw type insert… Yet, Installation Manual suggests that to prevent excess electrical interference that diminishes Hand Held Controller range, a grounding wire, connected to an Earth Grounding Rod, be installed, no more than 3ft. away from Gate Controller box. 
As I have only 2 wires, one ( Red +) and one ( Black - ) in my power feed coming from the Solar Panel, my question, is as follows:  Can I “pig-tail” a separate wire off of my neutral Black (-) feed, and run the additional tapped wire down to the Earth Grounding Rod?

In short, with a dc setup, can a neutral also be used as a ground wire?
