Which one is the line (hot), and which one is neutral? Is black/blue-yellow neutral, and blue/black-yellow hot? Do I need a capacitor on the blue line? Sorry if my question seems obvious.

Such single phase motors don't have a concept of hot and neutral.  They are just both "lines", and can be wired either way.  I would normally put the black wire with the hot line, but that is just a bias on my part.

And yes, you need a capacitor on the blue line.  That is what that symbol means.
