FXos-20MR-ES It does not work after a power outage

Mitsubishi FXos-20MR-ES
It was programmed by the service, it works correctly.
After a power failure, it stops working after restarting. RED Prog-E LED flashes
The description shows that this PLC does not have a battery. It has permanent memory.
What could be the problem?

the power failure was likely result (or cause) of a transient/surge. if the PLC is not protected against this, it may get damaged or memory can be lost or corrupted. so check your circuit

It's probably what Panic mode already mentioned but you really should check the error in the PLC. 

It could be that some values are needed which aren't latched.

They're pretty bullet proof those FX0s's 

You need to connect and read the fault code.
