I am curious as deltav is the only dcs system I have worked on.  Do most dcs systems charge for use of input and outputs I find this outrageous

Are you expecing a control system where the Input and output modules cost you nothing?  Or is DELTAV charging a subscription fee per point and they somehow cease working if the fee is unpaid?

We have the physical I/O we just need more licensing to actual implement the I/O in control studio

I've worked with Omron, Toshiba, Rockwell, Schneider Modicon, GE9030 and Steeplechase PLC Systems and never heard of paying for I/O licensing unless it was for a Data Historian Option like with Wonderware, RSHistorian or OSISOft PI.

Maybe some more experienced DCS folks can comment.

Most DCS vendors have a license structure based upon Tags.  They generally offer various tiers, 10K, 25K, 50k+.

The trick is a tag can be almost anything, you need to learn to optimize, in otherwords, pack your booleans into a DINT as the DINT is one tag.
