Understanding MOVD Function

Good day to all,

As per the title stated, I am having troubles understanding this MOVD function.

I have read the Instructions Help afew times but what I do not fully understand is how do I derive the CODE (e.g #10 , #12)

For example,

A351 is the HourHourMinMin (HHMM)

I know for me to extract the HH, I will have to insert #12 and if its the MM I want, I will insert #10.

I am not sure if anyone can explain to me in an easier way for me to understand why it is this way.
