Off Going Fusing

Working on a panel that has a general spec requirement that "All off going circuits must be fused" which is fine but we have a large number of groups of circuits leaving the panel all going to different places 2 pumps each with 5 signals and several valves with status and flow indicators.

What makes sense in terms of how many fuses to use, with just one set of fuses it would be a troubleshooting nightmare to find where somebody grounded out a cable but on the other hand a small panel with 40 fuses doesn't make sense either.

What do you guys think?

Non-field engineers are cray cray.
In my experience yes they want all 40 fuses.
