Unable to load non compact machine edition application

I get this error even if the application is compact edition.

Had you been able to open Compact ME on this same PC before or is this a new install?  What OS are you running and what version of Compact ME are you running?

Did you exceed any of the Compact application limits? For example, you can only have x number of screens and only one communication configured.
