Take a look at the manual for the card, and there should be programming samples. You have to configure the "switch settings" for the card first. These are set in the I/O Configuration tab of the PLC Parameters in GX Developer, and they enable and configure the channels. Then use TO/FROM instructions to read and write data between the card and the processor.
