C1000H Rom is set in the UM memory how can soft it

My best guess is that the CPU has a memory cassette which is write protected. See manual page 33 (or pdf page 39) of the installation guide I uploaded for you: C1000H manuals @ MrPLC.com It sounds as if you are unfamiliar with this system, so I suggest you familiarize yourself with whatever you are doing and know how to roll back anything you change before you do so.

You need a C2000-MR831-V2-Memory Card to change the program. You can find entire CPUs including memory at ebay.com C1000H plus memory on ebay.com BlueByu, do you still have any of these left?
