Fx 10du HMI

I have 2 Fx-10DU's, One works fine for changing the data registers I need but, the other one replys with device out of range for any device I want to change the setting for? Why is this and what can I do to remedy? I also have a MTA 10 I was thinking of programming to do this but do not have the proper software to program it, and am not willing to spend $300 for this one project. Is there some dirt simple affordable program for this device?
