Analog to Pulse-Train Conversion

I need a device that will convert an analog input signal (0-10V or 4-20mA) to a TTL pulse-train for a speed following operation. Has anybody run across something like that? I know I can use a PLC, but the end-user doesn't want a PLC at this location. Thanks.
