I think that it may be a work bit? That does not appear to be correct, for in the IR area in Word 01 bits 12,13,14,15 are left for work bits. Edited 18 Mar 2007 by mad1

It is part of the input expander card, a little more checking in the schematic was all that was needed.

On the C--K series, often times not all of the bits were used for "real" outputs in the output channels. The unused bits were available for work bits. Was fairly common to only use bits 00 - 07 or 00 - 11 on the CPU or expansion modules. Sounds like you are on the right track.
