Old school trouble

Have a c200h with 2 remote racks. I can see both racks in program but the 2nd has all output cards. I can see all the cards, but no output will work even if I force it in program. It's like the 2nd remote rack is in program mode. While the main and other remote rack is in run mode. Have changed back plane and cables, even disconnected all wiring going off cards. Is there something in program that needs to be done for the outputs to work.
