Have you replaced the battery? Have you tried to connect thru the serial port? See pdf for status light description(s) statuslights.pdf

Double check your pin-out for a null modem cable. (above) Should be  Pin 2 to 2 Pin 3 to 3 Pin 5 to 7

If you can post the program file for each PLC. (the .RSS and .RSP files) A second eye might spot a difference in how the serial ports are configured.

What happens when you click on "AutoConfigure" If autoconfigure does not work you might try setting RSLinx up manually PV default.. Baud Rate 9600 Error CRC No Parity 8 data bits 1 stop bit no handshaking Are you using a USB to serial adapter? Normally you would look at the PV's configuration screen. But sense you cannot, it's a good bet that if no printer is connected to it then it's probably still set at it's default DF1 protocol. Just configure RSLinx for DF1 protocol and click on autoconfigure to get connected. You do have Panelbuilder32 software to upload the program?

Those are the protocol(s) supported by the comm ports on the front of the controller. DH+ is the only way you can connect to program the controller with RSLogix5.  

How were you planning to communicate with it? It supports DH+/RIO protocol only. Do you have the hardware to do so?

That is what a voltmeter is for. Put it across "FV" and "SC".
