Oh ! i forgot to mention "Melsoft Application : System start-up failed. Please restart window."

i install GX developer(the older version) which work fine with its old Envmel but for the newer Gx develper and Gx Works 2 won't work correctly. thing that i noticed was during installation there was no Drivers  install request pop-up none and after installation no system restart request ask me so. but in another pc system which is a desktop system all of those thing that i mentioned do happend and it work fine. Reinstall , Clean uninstall , Reset PC , Reinstall windows , download a latest version DID NOT WORK AT ALL!! i'm trying to figure it out about my OS problem and no result no one had giving me advises yet but i would like to hear it from your guys the expert. i'll throw in a msinfo32 to check if someone would like to.
