I have an application at work where im taking counts to Newton's. My question is, is the logic correct and why did they not use a scale with parameters instruction. I think im getting false readings.

A quick guess is that they were unfamiliar with the SCP instruction.
Why not add the SCP and run it in parallel with the existing logic. You can then compare the results, and determine if the readings are the same.
