No. RSLinx is for communicating with Allen-Bradley brand controllers only.

if i'm having control logix n s7-400 in ethernet network , how can i transmit data between them.

You cannot directly exchange data between Siemens S7 and Rockwell Automation ControlLogix controllers on an Ethernet network.
The two brands use separate protocols which are incompatible with one another.
The best method to exchange data between S7 and ControlLogix controllers is to use Profibus DP.
