To assist you in deciding if a MicroLogix system will work for your building automation project, what I have found best to do is to make a list of all the I/O you will need, the voltage levels of the I/O (i.e., 24VDC, 120VAC, 4-20mA, etc.), and if there are to be any communication interfaces (i.e., modem, operator interface, etc.). Lastly, one should address future expansion needs for the suggested control system. Once you have your controller requirements buildsheet complete, then you can assess if a MicroLogix controller will do the job or not.
Once you have your buildsheet complete, you can find a controller capability spreadsheet on A-B's website. This will allow you to compare the capabilities of the various A-B PLCs and racks.
