Which OB in S7 i can put a timer and it will scanned by the exact time by cpu? Is it OB3?
Or S7 have internal flag with 1 second pulse? Or somebody have a sample of it?

Depending on the CPU, there may be several Cyclic Interrupt OBs (OB30 .. OB38) and maybe Syncronous Cycle Interrupt OBs (OB61 .. OB64).
Smaller CPUs only have OB35.
You can also look into the "Clock Memory" Byte. This one will not give you exactly 1 sec though.
