Am having problem with panelview 700 is not completely booting it stop at 28 system startup please any help from someone, thank you all

Pages 209 and 210 of the manual show that step 28 is where it loads the ME Station runtime package. Strictly speaking this is not part of the Power-On-Self-Test (POST). I would suggest that the memory is corrupted somehow, for which you could try having the firmware re-installed, or there is a hardware failure. Before you try re-loading the terminal's firmware, do you have a backup, or can you regenerate the .mer application file? What you do next depends on whether you have a backup.....
