TIA Portal vs S7 Classic

Hi there I have an enquiry. We are looking to expand an exisitng Utility system that uses S7 400s and WinCC flexible on MP277. We were going to put in MP277s and S7400s on the expansion until the Declaration of maturity was issued. Now I am a bit confused of my options.....if i have to use TIA portal (instead of flexible) on the expansion spur with my new comfort panel do i have to purchase the new S71200 or S7 1500 PLC or can i use a S7400 ? If i can use an S7 400 with the TIA comfort software then what do i program the s7400 in? thanks

TIA portal V13 can support all s7-1200, s7-1500, s7-300 and s7-400. s7-1200 for small machine application as a replacement of s7-200. s7-1500 is so powerful, really good for complex application , i don't try this yet, it's so expensive, that's why i only use s7-300 for medium complex task application and s7-400 for really complex task application.

I was recently recommended by my Siemens sales contact to use Step 7 classic for anything else than the 1200 or 1500 system instead of the TIA Portal. This is something I have been told: -You can import a taglist to the Portal (V13) and create only the panel in the TIA portal and the PLC program in a better suited software like Step 7 Classic.
