Can't download to CPU

I have a 140CPU113 02 every time I connect I get Controllers configuration not equal to configuration database. Controllers configuration is a different size. I am using the only one available in the configurator. SO I don't understand that. When I go to download I get Not logged in with controller error OL9-1600. I have change cables, I have a valid Concept license 2.6 SR3. I am at a loss. The dip switches are RTU and mem Protect off. Or both in the middle. I have cycle power several times.

Well the null modem was the problem. Some wire was not connected. The error message is a little misleading.
