S7-400 Counter Card problem

I'm using a S7-400 PLC with a counter card (6ES7450-1AP00-0AE0) on the slot. This card is use for length counting, impulse signal from an encoder mouting behind a turning roller. That day the counter card was faulty, INTF & EXTF red led was lit, PLC cannot RUN. After I put in a new counter card, the fault can be reset and PLC can RUN. But when the roller turning, I cannot received the impulse signal from encoder, replace with another good encoder still the same problem. So, is it we need to make any reconfiguration to the new counter card ? and I don't have any programming tools to do online checking. Hope any expert can give some help. many thanks.

Hi presario2100! You didn't show the card's code and version (6ES7450-xxxxx-xxxx). Is it exactly the same as the old one? If it is not, you need to reconfigure the program on-line. Please try to purchase the tools. WBW, Naing
