Quantum Segments not running

I am currently modifying a piece of code which was originally written for a dual redundant Quantum system with simplex I/O. I am trying to run a FAT with a single processor, the first program segment (containing the dual redundant instructions) is running, but the remainder are not. I have looked at the segment set-up and all are set to 'continuous', and on moving all networks to the first segment they began to run. This allows function test only, since when the upgrade is deployed it will need to be separated back into segments. I am using NxT. Does anyone have any ideas?
