Machine Step Sequence

What is the best way you have found to do simple step sequence programming for machine logic in ladder. I know SFC is the better option but most customer are unfamiliar and wont let it be used. I am talking about step 1, step 2, step 3, etc. There is the moving the step # into a register. Using an INT or DINT bits for each sequence. Latching the rung when done or using latch bits.
