iFIX 5.8 Failover - Modifying scheduler

Hi

i am having issues with editing the background scheduler on an iFIX 5.8 Failover system. Does anyone the correct steps for making a change to a background schedule on a live system. I cant see anywhere in the help about how the failover system deals with the scheduler files, ie. does it copy them over to the back-up server? 
If i need to re-start the background scheduler for the changes to take place then how do i do this if it is configured as a windows service as when i attempt to stop the service , windows reports that it cannot stop the service.
A link to relevant literature would be appreciated.
