I don't have time right now to draft a lengthy response, but I have done something similar. You need to wire the pulse output of the meter to one of several specific inputs on the ML1400. Which one depends on which counter you will be using. Then you'll need to configure the high-speed counter (HSC) in the function file. Pretty much all you should have to set is the Mode and the Enable.
