PLC-5/40 Watchdog Timer

I have a 24/7 app that has been doing fine since christmas. Really it has run for years with a minor modification at christmas. Anyway the processor faulted Saturday and the engineer who re-started it said that the system watchdog timer S2:28 had a setpoint of zero. He said that he set it back to 500 and everything started up. The program never writes to S2:28. It does write to S2:23. I don't think that it is confusing a 3 for an 8 . But how can an unaddressed register change to zero?
