shift operation

I have step 5 v 7.02 and I can't use the shift operation "SRW" and "SLW". I receive a mesage "1007: Op. violates lang. subset" In the "shift menu" I dont have anything at the "F1" key like the manual of Step 5 v. 7.02 said. Can you help me in this problem ?????

Cercon: What block are you trying to put the command in? It's only valid in function blocks (FB). Rob
