Working on a panel that has a general spec requirement that "All off going circuits must be fused" which is fine but we have a large number of groups of circuits leaving the panel all going to different places 2 pumps each with 5 signals and several valves with status and flow indicators. What makes sense in terms of how many fuses to use, with just one set of fuses it would be a troubleshooting nightmare to find where somebody grounded out a cable but on the other hand a small panel with 40 fuses doesn't make sense either. What do you guys think?

I'm designing a valve control panel and we are providing contact closures for 115 VAC Valve Open/Close commands to an electric actuator and what we are used to is switching or closing these contacts on the LINE side and just connecting the neutral down to the actuator but our customer is suggesting we should be closing to the NEUTRAL back at the PLC, switching in the NEUTRAL path. What is the most common practice for this type of control?

It's an actuator like this one and you can see they even show the Open/Close controls on the LINE side.  They still owe us an answer why they want to go that way.
